By alinging both inclinbometers perpendicular to the elevation axis
and tipping the antenna under VAX control by a specified amount
(eg 600 arcseconds) it is possible to calibrate both the meter
readings and the RxH micro readings against arcseconds.
Current configurations produce conversion scales of
0.703 RxH units per arcsecond for No.2264
0.541 RxH units per arcsecond for No.2267
