JSOC Announcement to the JCMT Legacy Survey teams

Initial review of the JCMT Legacy Survey

At the JCMT Board meeting in November 2007, the progress and review of the JCMT Legacy Survey (JLS) was discussed. The three surveys that use HARP have all started their programmes. The board decided that progress of these surveys will be reviewed by the JCMT Survey Oversight Committee (JSOC) in the fall of 2008. This review will be limited to the HARP components of these surveys.

The Board decided that the surveys should proceed with their current allocations (including taking the charge for time used on calibrations) during what remained of semester 07B and all of semesters 08A, 08B and 09A. The relevant JLS teams will be invited to prepare a document reporting on and reviewing their progress and prospects for completing the HARP components of their survey within their allotted time. This progress should be measured against the approved programme of work allocated to the JLS by the JCMT Board in 2006 following recommendations from the JCMT Survey Steering Group (JSSG). The report should also detail how teams are managing the flow and the quality control/assurance of their data.

An element of the review will be measuring the expected scientific outcome of the surveys against the initially allocated programme, given the now known performance of HARP, and the fact that overheads are charged to the survey teams. The reports will have to include revised target or field lists, given these new performance numbers and the time allocations they have received. If the teams feel that the scientific outcome of their survey is significantly compromised (compared to the approved programme), the report may optionally include a scientific case and observing time calculation justifying the requisite time (including overheads) to complete their approved projects. Any such requests will be reviewed by the JSOC and presented to the JCMT Board.

The reports have to be submitted to the JSOC for their consideration and review so that a report can be prepared in time for the JCMT Board meeting, scheduled for December 9-10, 2008. Reports should be submitted to Antonio Chrysostomou (JCMT Associate Director) by October 15. A description of the required format of the report is included below.

A more comprehensive review process for the JLS as a whole (i.e. including the SCUBA-2 aspects of the programme) will take place approximately one year after survey operations with SCUBA-2 begin.

Revised target and field lists

Targets or fields currently reserved by the JLS teams, but not included in the revised target lists will automatically become available for PATT time from semester 09B onwards (unless additional time is allocated to the survey). In anticipation of this, teams will be able to drop targets off their lists for 09A, provided this is announced at least 1 month before the 09A proposal deadline, by submitting a revised source/field list to the JCMT Associate Director. This allows the teams, as well as the rest of the user community, to propose for PI time for these targets in semester 09A. However, once a target has been removed from the JLS reserved target list, it cannot be put back in again. Also, the survey teams will not be able to argue for additional survey time for dropped targets in the review report.
