Policies & Procedures for JLS

1. Timescale for the 2-year survey programme

The "clock" for the 2-year survey programme will officially "start ticking" when survey operations begin with a fully populated focal plane in SCUBA-2. This assumes that the tripartite agreement extends beyond 2009.

2. 10-month review period

The progress of all surveys will be reviewed 10 months after the start of survey operations with SCUBA-2 (with a fully populated focal plane) begin. The format of this review is as yet undecided but may comprise a short written report and a presentation to the JSOC (and/or Board).

3. Communication channels

The JSOC interfaces with the community via well defined channels. Any member of a survey should, in the first instance, approach their survey coordinators and/or survey managers. If the survey coordinators or managers are not able to deal with the matter then they in turn should approach the Associate Director, JCMT with their query. If the matter remains unresolved, then the Associate Director can then involve the JSOC.

In most cases, it is envisaged that general queries and issues will be handled internally within the survey teams. Operational aspects are dealt with by the Associate Director, and the JSOC will usually only consider items of policy and procedure.

4. Proprietary period for JLS data

The default policy is that the proprietary period for JLS data is one year after the last survey photon is collected for a particular survey. This means that data from the seven survey programmes will become public at different times.

5. Early Data Release

If survey teams wish to release data before the end of the proprietary period then they may do so. Any such early data release should be organised and coordinated through the JAC.

6. Data rejected by survey specific quality assurance

JLS data which fails quality assurance checks (within reasonable tolerances) for survey specific reasons, and so will not be included into final Advanced Data Products, shall be immediately released into the public domain.
