MAIN BUDGET
HOLDERS: OPERATING PLAN SUBMISSION and SUBSEQUENT ALLOCATIONS
The JAC Operating Plan is normally
published in October/November. The OP forms the planning
assumptions for the coming financial year. It also forms the
requests for funding from the various agencies and part of the Board
papers issued in November.
The template will be sent out by the
Finance Officer, about September, to each of the Main Budget Holder
(MBH) showing the Activity Codes (T3 codes) they are responsible
for. The template will show the current financial years
allocation. The MBH will be asked to complete the recurrent expenditure
requests for the coming financial year. The allocations are zero
based budgets and require justification for each item of expenditure.
(See example below). A separate column is available for one-off
items specific to the coming financial year. If large priced
procurement items are to be purchased, if may be advantageous for MBHs
to obtain initial quotes for these items where it is reasonable and
practical to do so. This could result in much more accurate
estimating. The completed template should be returned to the
Finance Officer.
All requests for funding will be
collated by the Finance Officer and form part of the JAC Operating Plan
and Board Papers.
In February, the Finance Officer will
issue the completed template back to the MBH and ask if there has been
any change to their original requests. The MBH will return the
template back indicating any change to the original Operating Plan
request.
This will then be collated again and
any changes to the Operating Plan/Board figures will be submitted to
the funding agencies. Once all has been agreed these figures will
form the basis for the release of allocations at the beginning of the
new financial year.
