PREFACE
Message From the Director
The JAC is a safety-conscious organisation and recognises the
importance
of safeguarding the well-being of all our staff and visitors. We have
produced
this manual to set out the details of day-to-day working practices,
which
we hope will keep the JAC a safe and pleasant place to work as far as
it
is practicable to do so.
I encourage all staff and visitors to study the relevant parts
of
this
manual and incorporate its measures into everyday practice so that
every
job you do is done in a naturally safe manner.
Remember, none of the thousands of people injured at work every
year
expected it to happen to them; it is only by learning from the mistakes
of the past and applying their lessons in our own work that we can
improve
matters. This manual contains the lessons of the past, please apply
them.
Professor Gary Davis
Director, Joint Astronomy Centre
Message From the Site Safety Advisor
The Joint Astronomy Centre (JAC) Health and Safety Manual is a
collection
of policies, procedures and guidelines that have been established to
create
and maintain a safe and healthy environment for employees, visitors and
the surrounding community. This manual is written for line managers to
assist them in establishing and maintaining the minimum-risk work
environment
acceptable to the JAC and their staff to be informed about JAC's
policies.
Copies are available to any employee through the Site Safety Advisor.
In a research environment, a safety manual must keep pace with
new
programs
and improved knowledge. Readers are encouraged to submit any
suggestions
for change to the Site Safety Advisor for review and possible
implementation.
References to safety regulations are to the Federal OSHA
standards,
unless otherwise stated.
Jay Tsutsumi
