JAC Safety Manual - Manmods 16 Here is the sixteenth round of modifications made to the JAC Safety Manual as per the JAC Safety Committee Meeting of 11 December 2002.

Modifications to the front and back covers will appear in the hard copy versions only.

b.Officially approved private use of vehicles 
  1. Vehicles may be used for the following purposes: 
    1. to take visitors, including friends and relations, to the telescopes; 
    2. to move or transport furniture to or from a staff member's home. 
  2. Vehicles must be pre-booked with the vehicle scheduler in the same way as for any other official use. 
  3. Gas used must be replaced before the vehicle is returned. 
  4. All JAC vehicles are self-insured. Use of the the vehicles for the purposes listed above will be covered as for all other official use. Any damage caused by misuse of the vehicle, including speeding, may result in disciplinary proceedings. 
  5. Use of the vehicles for any other private purpose - except with the approval of the Chief Engineer - is strictly forbidden; any damage to the vehicle or property which arises from unauthorised use will be the full responsibility of the individual.

a. Scheduling
  1. Staff and observers must check the vehicle schedule board located in Room 3 before taking a vehicle from the JAC Hilo Office.
  2. All vehicle requests must be submitted to the vehicle scheduler.
  3. Before taking a vehicle from Hale Pohaku (HP) to the summit or Hilo, check the vehicle schedule via the computer. Staff and visitors that are not scheduled on "daywork" must check with the JCMT TSS/WL before taking a vehicle to the summit.
  4. We try to keep a minimum of five 4-wheel drive vehicles at HP by 5:00 p.m. for night operations - 2 for UKIRT and 3 for JCMT. In order to help the observing operations at both telescopes all staff/observers must return Mauna Kea use vehicles to HP by 5:00 p.m.

Motor Vehicle Accident Procedures/Breakdown Procedures

a. What to do if involved in a motor vehicle accident:

  1. Stop Immediately. If possible move your vehicle off the travelled portion of the roadway. Do not leave the scene of an accident without identifying yourself and rendering assistance.
  2. Help The Injured
    1. Call the Police (911) with vehicle's cellular phone
    2. Act promptly, but carefully
      •  Do not move the injured unnecessarily. Unskilled handling can make serious injuries out of minor ones.
      • Keep the injured warm until skilled help arrives.
      • If there is severe bleeding attempt to stop the flow of blood with direct pressure.
      • Protect the victim from oncoming traffic.
  3. Warn Passing Traffic
    1. Have someone warn approaching cars to prevent further accidents from happening.
    2. Use the emergency light, light sticks or reflective warning triangles to help warn approaching traffic.
  4. Exchange Information
    1. Drivers must give their name, address, telephone number, vehicle's license number and no-fault insurance information (glove compartment) and, if requested, exhibit their driver's license to any person injured in the accident or to the driver or occupant of or person attending any vehicle or other property damaged in the accident.
    2. If there are any witnesses, obtain their name, phone number and address.
    3. Driver and passengers should not admit fault, even if they think they were wrong.
  5. All drivers should cooperate fully with the police.
b. Unattended vehicle accidents:
Upon striking an unattended vehicle, stop and locate the owner or leave a written notice containing your name, address and circumstances of the accident.
c. Report Accident
  1. Call JAC Hilo office 961-3756 during normal work hours 8:00 a.m. - 4:30 p.m. Monday through Friday.
  2. After hours report accident to JCMT Telescope System Specialist or Work Leader at 935-0852. The TSS/WL will advise on breakdown procedures, etc. and act as a general coordinator.
  3. All motor vehicle accidents should be reported to the police.
  4. Driver involved in the accident is required to complete the traffic accident report form as soon as possible. This form is available from Admin.
  5. Report damage to JAC vehicles to "vehicle" by email.
