Here is the twenty-seventh round of modifications made to the JAC Safety Manual as per the JAC Safety Committee Meeting of 21-November-2006.  Note: Modifications to the front and back covers will appear in the hardcopy versions only.

A.1.9

Change the No Smoking Policy to reflect the new State legislation which was introduced in November:

 

From: 9. The JAC building in Hilo is a designated ‘No Smoking’ area. Smoking is permitted only in safe areas (i.e. away from flammable materials) outside the building. Smoking at the UKIRT and JCMT buildings at the summit is permitted only in designated smoking areas.

 

To: In compliance with Hawaii State law, smoking is prohibited in all JAC buildings, including the facilities at the summit. In addition, smoking is prohibited within 20 feet of entrances, exits, windows that open, and ventilation intakes that serve an enclosed or partially enclosed area where smoking is prohibited.

G. Role of Designated Official

The JAC has a position entitled "Designated Official" and various references to this position are contained in this manual. The Designated Official has overarching responsibility for the management actions and decisions that need to be taken in the event of emergencies or unforeseen incidents such as fires, earthquakes or serious injury/death to personnel. He/she would also be the point of contact for the police/media in the event of a major incident involving the JAC, its staff or its facilities.

 

The position is normally held by the Director JAC. In his absence off-island, another member of the Senior Management Team (SMT) will be named as the Designated Official. All changes of the Designated

Official are notified to staff by email, and are also held at

Mauna Kea Safety Policies – General

Summit Smoking Policy - Change to reflect the new State legislation which was introduced in November:

 

From: The UKIRT and JCMT are designated No-smoking except and only as follows: - UKIRT: vestibule, JCMT: the carousel, i.e. observing floor level away from the membrane (not in the control room or near SPS batteries)

Acute Mountain Sickness / General – 1st paragraph change:

 

From: All staff and visitors should be familiar with the signs and symptoms of high altitude sickness. Visitors, or staff experiencing these symptoms should inform the Telescope System Specialist or Work Leader at once. A list of high altitude sickness symptoms follows:

 

To: All staff and visitors should be familiar with the signs and symptoms of high altitude/mountain sickness. JAC policy is to err on the side of safety when dealing with actual or potential mountain sickness. Visitors, or staff experiencing symptoms should inform the Telescope System Specialist or Work Leader at once. A decision will then be taken on whether the individual should descend from altitude. A list of high altitude sickness symptoms follows:

J.2.

Acute Mountain Sickness / Persistent Symptoms  - 1st paragraph change:

From:  In most cases of mountain sickness the symptoms do not return upon future trips to altitude. The following provisions apply to visitors and staff who suffer from repeated incidents of mountain sickness.

 

To: In all cases of mountain sickness the decision on whether an individual should descend from altitude rests with the Telescope System Specialist or the Work Leader. Every case must be assessed in the light of the symptoms but particular provisions apply to visitors and staff who

J.2.a

If a visitor is sick on two consecutive summit trips they shall be instructed to leave the summit and to seek medical advice before returning. A visitor having a history of illness at the summit shall be instructed to leave upon a single new incident of illness.
