Using a respirator may place a strain on some employees.
Therefore, OSHA requires medical testing to ensure an employee is fit to
wear a respirator. Each employee required to wear a respirator must complete
the OSHA medical questionnaire (standard 1910.134 Appendix C) and submit
the questionnaire to a prescribed medical evaluator, who shall determine
whether the employee may wear a respirator. The questionnaire shall be
administered confidentially and during normal work hours. |

i.Where a party of visitors will be at the JAC (for example
to use or commission a new instrument), extra care must be taken that all
members of the party are familiar with the relevant safety rules and procedures.

an outline plan of their activities and that this is reviewed by the associated
JAC staff member. The review need not be long or complex, and particular
points to bear in mind are

i. Chapter 3 of the manual describes provisions
for personal protective equipment (PPE) including safety boots, protective
eyewear, hearing defenders, etc.
ii.Visitors who are to be with the JAC for longer than
two months will be provided with PPE by their employer or, failing that,
by the JAC. Any equipment provided by JAC remains JAC property and should
be returned. Visitors of shorter duration will need to make their own provisions
unless suitable spare equipment is available at JAC and can be loaned.
Note that if suitable equipment is not available then the tasks must not

1. Policy
-
This section covers emergency procedures involving staff/observers
on Mauna Kea. Due to high altitude hazards of Mauna Kea and the possibility
of week long storms which make rescue at the summit impossible, staff and
observers should be well acquainted with the procedures in this section.
-
2. Responsibilities
-
a. Employee
-
Maintains awareness of the Ice/Snow/Poor Road Condition procedures.
-
3. Procedures
-
a. If Ice/Snow/Poor Road Conditions take place before your
required presence at the summit follow the procedures below.
-
i. To help establish the extent of the ice/snow/road conditions
the following procedures should be followed.
-
If the JCMT has been closed overnight due to bad weather
then the nightshift TSS and the dayshift TSS and if possible the UKIRT
TSS shall meet at HP around 6:30a.m. and drive to JCMT, if possible. Use
a vehicle with studded tires or chains if possible.
-
The TSSs will then survey the road conditions and inspect
JCMT, if possible. Follow the Ice and Snow Condition Procedures, Chapter
10C2.
-
The information gained by this survey should be relayed to
the Site Safety Advisor, or the designated snow crew leader, if neither
are contactable then contact the JCMT Telescope Scheduler at the Hilo Office
(during normal work hours) or at their residence (after hours), before
7:30 a.m.
-
The above information should also be given to the MKSS General
Manager or his representative.
-
If it is safe to do so, the TSSs may remain at JCMT until
the snow crew arrives or may descend to HP and await them there.
-
The TSS should monitor conditions from HP using the JCMT
and UKIRT cameras and other sources in order to provide up to date information
as required.
-
ii. If the road closed sign is posted on the road, do not
drive past it unless you have clearance from the MKSS General Manager or
his representative.
-
iii. Road and weather information will be posted on the message
board in the Hale Pohaku Lobby.
-
iv. Once access is available to each of the facilities, an
announcement will be made using the HP message board.
-
v. The MKSS General Manager will be available for specific
updates to observatory staff at HP (935-7606).
-
vi. The general public will be notified through the summit
weather report message machine (969-3218) generally by 6:30 a.m. Public
calls to facilities asking about conditions should be referred to this
phone number.
-
vii. When the road is closed to the public but open to facilities
only official staff in observatory vehicles will be allowed pass the roadblock.
-
viii. Snow removal equipment have the "right of way" do not
pass equipment without the operator's attention.
-
viii. If it is recommended that snow chains be used by the
MKSS General Manager then staff should install chains. If you are not familiar
with installing chains, the JAC Site Safety Advisor can arrange instruction
at your request.
-
ix. If weather conditions are such that the MKSS road crew
is fighting a losing battle, i.e. the weather is worsening and night is
falling, then it serves no purpose for staff and observers to press hard
for permission to make access to the facilities.
-
b. If Ice/Snow/Poor Road Conditions takes place when you
are at JCMT or UKIRT (summit) follow the procedures below.
-
i. Establish and maintain in a regular way contact with staff
in Hilo and with other facilities on Mauna Kea.
-
ii. Monitor, by both remote and visual inspection, the status
of the weather at the summit, taking particular notice of the wind speed
and wind direction.
-
iii. Staff should position the carousel (JCMT), dome (UKIRT)
as follows.
-
JCMT-Position the carousel such that the roof support gantry
is diametrically opposite the main entrance (telescope pointing toward
UKIRT). Check to see if main shutter doors are secured.
-
UKIRT-Position dome shutter out of the wind.
-
iv. If because of worsening conditions the decision is made
to evacuate the facility, staff should notify others on MK. A phone tree
has been established to notify all facilities. Call one member of your
group and one from the other group. Ask them to call the rest of the groups.

advice, before returning. As a verification that they have done this, a
new medical disclaimer should be signed. Where a visitor has a history
of previous illness at the summit then this provision should be invoked

If a staff member is sick on two consecutive
trips to the summit they must seek medical advice - normally from JAC's
consulting physician - before returning.

be accommodated. For example, the new driver could be driven as far as

1. JCMT Emergency standby telephone
This is to be used with the GTE telephone lines if the
local JCMT system has failed. It has to be plugged directly into the GTE
line, it cannot be used with the installed system. It is located in the
safety cabinet outside the crew room. Take it to the distribution panel
on the left of the main exit (between the exit and the electronics shop),
plug it into the jack labelled 935-0852 and use as a normal phone.
2. JCMT emergency cellphone
This is for use when the GTE lines are not working. It
is located in the electronics shop. It does not need to be plugged in to
anything but it will not work from inside the building. To use it, take
it to the parking area outside the building.
3. UKIRT emergency cellphone
Located in the crew room at UKIRT, for use when the normal
telephones are not working. It works on some days from inside the crew
room if you place the antenna on the windowsill. On other days it will
have to be taken outside. |
